Open Science agreements signed by UM
Access to the "Zero embargo green Open Access" program, which allows authors to deposit accepted manuscripts in open archives without embargo and at no additional cost, and to benefit from a reduction in APCs.
Contents of the agreement
Under theagreement negotiated by Couperin for 2024–2026and depending on the option chosen by the UM, authors wishing to publish in Open Access have two possibilities:
- Green route: Thanks to the "Zero embargo green Open Access" program, permission to deposit the accepted author manuscript (AAM) immediately and free of charge in an open archive.
- Golden route: Eligible authors receive a discount on APC (Article Processing Charges) depending on the type of license:

Terms and procedures
The subscription threshold for 2025 has been reached, so publication in the Journal of Applied Physics and Physics of Plasmas is open access and free of APCs for the year for all authors.
No specific conditions to fulfill: open access publishing opportunities are open to all authors.

Under ASM's new Subscribe to Open (S2O) policy, authors affiliated with subscribing institutions are guaranteed open access publication in its six journals and a 25% discount on page charges and, where applicable, on fixed charges for supplementary material.

Terms and procedures
Sign the article as the corresponding author and be recognized as research staff affiliated with UM. Publish in a relevant journal. Procedure: submit your article to the journal and indicate your institution. Upon acceptance, the author will receive an email with instructions to follow.

Elsevier
Eligible journals
All Elsevier journals are affected, but with different benefits.
Contents of the agreement
Coverage of APCs by the national agreement for more than 2,000 hybrid and full open access journals. If the journal is not eligible for full APC exemption for the researcher, a 10% discount applies. This is the case for Cell Press journals, The Lancet, and certain learned society journals.
For ineligible journals, including The Lancet and Cell Press journals, or in the event of rights exhaustion, immediate open access publication becomes chargeable but optional; in this case, the rate benefits from a 10% discount.

In early 2025, IEEE introduced specific fees for depositing accepted manuscripts under a CC-BY license in open archives: Repository License fee, an option to be chosen by the author in the publication license.
Price:
- $1,275 for periodical articles
- $400 for conference items.
Terms and procedures
Authors have three options for publishing in open access:
- either Gold OA in the journal, by paying APCs
- either by depositing their accepted manuscript in an open archive without a CC-BY license – no fees to pay
- either by depositing their accepted manuscript in an open archive with a CC-By license, or by paying the Repository License fee
Contents of the agreement
- Three-year agreement (2025-2027);
- Unlimited publication in 55 hybrid journals and 21 full OA journals;
- CC BY 4.0 license by default for publication;
- The types of publications concerned are: articles, special issues, reviews, or letters (concerning research work or reviews). For the journal Reports on Progress in Physics, only original research articles are eligible.
- The publication must be accepted for publication during the term of the contract (the date of submission of an article does not determine the eligibility of the article).

CSR
Eligible journals
All hybrid and full open access journals from the publisher.
Contents of the agreement
For RSC hybrid journals, APCs are covered by the national agreement up to a negotiated cap for the whole of France. Once the cap is reached, a 15% discount is automatically applied to APCs. For full open access journals, a 15% discount is applied to APCs.

Sign the article as the corresponding author and be recognized as research staff affiliated with UM. RSC recognizes the author's affiliation based on their email address domain, so it is essential to use your institutional email address when submitting the article. Articles are submitted from the journal's home page on RSC by following the "Submit an Article" link.

Over 1,300 Wiley hybrid journals; 600 fully open access Wiley or Hindawi journals.

Coverage of APCs in the national agreement for articles accepted in Wiley and Hindawi-Wiley journals up to a negotiated cap for all of France. Once the cap is reached, a 15% discount for Wiley hybrid journals and a 10% discount for Wiley full open access journals is automatically applied to APCs.
