Access to the “Zero Embargo Green Open Access” program , which allows authors to deposit accepted manuscripts in an open-access repository without an embargo or additional costs, and to receive a discount on article processing charges (APCs).

Contents of the agreement

Under theagreement negotiated by Couperin for 2024–2026and in accordance with the option chosen by the UM, authors wishing to publish in Open Access have two options:

  • Green Road: Thanks to the “Zero Embargo Green Open Access” program, authors are permitted to deposit their author-accepted manuscript (AAM) immediately and free of charge in an open access repository.
  • Fast Track: Eligible authors receive a discount on Article Processing Charges (APC) based on the type of license:

Terms and Procedures

Since the subscription threshold for 2025 has been reached, publication in the *Journal of Applied Physics* and *Physics of Plasmas* is open access and free of article processing charges (APCs) for all authors this year.

There are no specific requirements: open access publishing opportunities are available to all authors

Terms and Procedures

Under the ASM’s new “Subscribe to Open (S2O)” policy, authors affiliated with subscribing institutions are guaranteed open-access publication in its six journals and receive a 25% discount on page charges and, where applicable, on fixed fees for supplementary materials.

Terms and Procedures

Contents of the agreement

The national agreement covers article processing charges (APCs) for more than 2,000 hybrid and fully open-access journals. If a journal is not eligible for a full APC waiver for the researcher, a 10% discount applies. This applies to journals published by Cell Press, The Lancet, and certain scholarly society journals.

For ineligible journals, including *The Lancet* and *Cell Press* journals, or if the quota of rights has been exhausted, immediate open-access publication becomes a paid option; in such cases, a 10% discount applies to the fee.

IEEE

Institute of Electrical and Electronics Engineers

In early 2025, the IEEE introduced a specific fee for authors to deposit accepted manuscripts under a CC-BY license in open repositories: the Repository License Fee, an option that authors must select in the publication license.

Price:

  • $1,275 for journal articles
  •  $400 for conference papers.

Authors have three options for publishing in open access:

  • or Gold OA in the journal, by paying article processing charges
  • either by depositing their accepted manuscript in an open repository without a CC-BY license—no fees required
  • either by depositing their accepted manuscript in an open-access repository under a CC-BY license, or by paying the repository license fee

IOP

Institute of Physics

Contents of the agreement

  • Three-year agreement (2025–2027);
  • Unlimited publication in 55 hybrid journals and 21 fully open-access journals;
  • CC BY 4.0 license by default for publication;
  • The types of publications covered are: articles, special issues, reviews, or letters (regarding research or reviews). For the journal *Reports on Progress in Physics*, only original research articles are eligible;
  • The publication must be accepted for publication during the term of the contract (the date of submission does not determine the article’s eligibility).

RSC

Eligible journals

All of the publisher's hybrid and fully open-access journals.

Contents of the agreement

For RSC hybrid journals, article processing charges (APCs) are covered under the national agreement up to a negotiated cap for all of France. Once the cap is reached, a 15% discount is automatically applied to APCs. For fully open-access journals, a 15% discount is applied to APCs.

Sign the article as the corresponding author and be recognized as a researcher affiliated with UM. RSC identifies the author’s affiliation based on the domain of their email address; therefore, you must use your institutional email address when submitting the article. Submit the article from the journal’s homepage on RSC by following the “Submit an Article” link.

Wiley

Eligible journals

More than 1,300 Wiley hybrid journals; 600 fully open-access journals from Wiley or Hindawi.

Contents of the agreement

APCs are covered under the national agreement for articles accepted in Wiley and Hindawi-Wiley journals up to a negotiated cap for all of France. Once the cap is reached, a 15% discount for Wiley hybrid journals and a 10% discount for Wiley fully open-access journals is automatically applied to the APCs.
